Illustrative

On October 29, 2023, at around 3:00 a.m., a mass shooting occurred in the Ybor City district of Tampa, Florida, in the popular tourist area of 7th Avenue. A fight broke out between two groups, resulting in the deaths of 20-year-old Harrison Boonstoppel and 14-year-old Elijah Wilson, and injuries to 16 others.

The suspects are believed to be members of groups referred to as the "No Hesitation Committee" (NHC) and K4K, which police describe as standing for "Kill for Kamari," a reference to a friend, Kamari Kerr, who died four years earlier. The groups themselves describe the initials as standing for "Kindness for Kamari." The suspects are believed to be former students of Braulio Alonso and A. P. Leto High Schools. When the suspects appeared in court, prosecutors presented online video evidence describing escalating tensions between the two groups.

One suspect, Tyrell Phillips, was arrested and, according to court documents, told police he got into an altercation with a group of people, resulting in him shooting because he feared for his safety. Investigators believe additional people fired weapons during the shooting. More than a month after the shooting, 14-year-old Kayden Abney and 21-year-old Dwayne Tillman Jr. were arrested and charged in connection with the incident. Police have said they believe at least one more shooter remains at large.

In the aftermath, Tampa city council member Gwen Henderson suggested, a day after the shooting, that businesses in the area close at 1:00 a.m. for six months. Community members and business owners objected, describing the proposal as "another gut punch" that would not address the underlying issues, and it was ultimately rejected. On November 14, 2023, Ybor City hosted a community meeting to discuss how to move forward following the shooting, where speakers expressed frustration and disappointment with the city's response.
