
Background
Following renewed conflict beginning in August 2023 between former Tuareg rebel groups organized under the CSP-PSD coalition and the Malian military junta, aided by Russian mercenaries from the Wagner Group, Malian and Wagner forces launched an offensive on the Tuareg rebel capital of Kidal, capturing it in November 2023. Remaining CSP-PSD fighters retreated to rural areas including Abeïbara, Tinzaouaten, and the Adrar des Ifoghas mountains. The Abeïbara area also has a presence of the jihadist coalition Jama'at Nasr al-Islam wal Muslimin (JNIM).
In June 2024, Malian and Wagner forces conducted a military operation around Abeïbara. Convoys departed from Kidal and Tessalit and settled in Imaswaqassen, a village four kilometers from Abeïbara. Clashes broke out between these forces and the CSP-PSD between June 21 and 22, and JNIM detonated nine improvised explosive devices near and on Malian and Wagner forces.
The Massacres
Malian and Wagner forces launched reprisal attacks against civilians in the area, on the assumption that they were harboring CSP-PSD or JNIM militants. These killings occurred between June 20 and 29, 2024. According to the son of the chief of Abeïbara, Malian and Wagner forces killed old men and shepherds and looted their valuables. The massacres spanned a forty-kilometer radius across villages including Aghli, Emadjlal, Hidjous, Akomas, Ouzen, and others. Photographs of bodies in village streets began circulating online. The Tuareg civil rights organization Kal Akal characterized the massacres as an ethnic cleansing campaign against Tuaregs. Malian and Wagner forces are also reported to have poisoned water wells, killing livestock and civilians.
Casualties
The exact death toll remains unknown. JNIM reported 15 people killed. RFI reported that those killed were overwhelmingly civilians, with the exception of one CSP-PSD fighter and between one and six JNIM fighters. Journalist Wassim Nasr reported at least seventy civilians killed or missing, citing local groups. Some victims were buried in mass graves, while others were found tied up and scattered in the bush. Victims spanned multiple Tuareg clans — Ifoghas, Imghad, and Daoussahak — with no single clan singled out. Many of the Imghad and Daoussahak victims were reported to be refugees displaced by the earlier Ménaka offensive of 2022–2023.
