Disappearance of Carlos Ornelas Puga

Carlos Ornelas Puga was born on 25 October 1975 in Ciudad Victoria, Tamaulipas, Mexico. Ordained as a Catholic priest in 2001, he served as head of the Deanery in Jiménez, Tamaulipas, and as a priest at the Los Cinco Señores parish church, part of the Roman Catholic Diocese of Ciudad Victoria. In the period before his disappearance, he worked with victims of Mexico's drug war, led seminars for teenagers, and helped run the diocese's missions program.
On 3 November 2013, after conducting an evening mass at Los Cinco Señores parish in Jiménez, Ornelas Puga was reportedly kidnapped by armed men presumed to be linked to organized crime. Witnesses reported the abduction to local authorities immediately, but according to diocese spokesman Fernando Sandoval, no action was taken for more than four days. On 7 November, Tamaulipas state police and an anti-kidnapping team traveling to investigate were ambushed by gunmen in Padilla, Tamaulipas, wounding three officers. Two days later, authorities confirmed the discovery of several mutilated bodies at a ranch called La Borbolla along the highway linking Jiménez and Padilla; unconfirmed reports raised the possibility that Ornelas Puga's remains were among them, though this has not been established as fact. On 13 November 2013, the Mexican Episcopal Conference (CEM) confirmed his disappearance and condemned the crime, noting it was not an isolated incident involving clergy in Mexico.
The disappearance occurred in Tamaulipas, a state bordering the United States that has been a major corridor for drug trafficking, arms smuggling, and human trafficking, and has seen prolonged conflict between the Gulf Cartel and Los Zetas since early 2010. In the months before the kidnapping, Jiménez experienced repeated violent incidents tied to turf wars between rival trafficking organizations, including forced disappearances of families; in November 2013 alone, nine additional people were reported abducted in Jiménez and remain missing. A 2013 Vatican-linked report identified Mexico as the second most violent country for priests in Latin America, behind Colombia, with 17 priests killed nationally between 2007 and 2012. Clergy in the region have reportedly faced extortion demands, threats, kidnappings, and killings from organized crime, particularly when perceived as opposing trafficking activity or protecting migrants. Two other priests from Ciudad Victoria were kidnapped in December 2013 and remain disappeared, and another priest, Guillermo Amaro César, was beaten to death in 2013 in a case state authorities attributed to robbery.
In September 2014, local bishop Antonio González Sánchez called for a peaceful march in memory of Ornelas Puga and others who remain disappeared, scheduled for 3 November 2014, the anniversary of his abduction. The Diocese of Ciudad Victoria has continued to organize annual marches for families of the disappeared.
