Killing of Megan Khung

SOLVED2020Singapore3 SOURCESUPDATED JUL 2026
Illustrative

Megan Khung Yu Wai was a four-year-old Singaporean girl who died on 21 February 2020 following months of physical abuse by her mother, Foo Li Ping (also known as Chloe Foo), and Foo's boyfriend, Wong Shi Xiang. Khung had previously been cared for by her maternal grandmother but was brought to live with Foo and Wong in September 2019, after which Foo cut off contact with her family. Between February 2019 and February 2020, Khung was subjected to escalating physical abuse.

On 21 February 2020, Khung died after an assault by Wong. Rather than reporting her death, Foo and Wong concealed her body and, on 8 May 2020, destroyed it and disposed of the remains at sea off East Coast Park. Chua was later charged in connection with the disposal.

Khung's disappearance was reported to police separately by her maternal grandmother and her biological father, Simon Khung, with the final report filed on 20 July 2020. Following a four-day investigation, police arrested all three suspects, and on 25 July 2020 Foo and Wong were charged with murder, while Chua was charged with disposing of a corpse.

In 2025, Wong and Foo pleaded guilty to reduced charges: Wong to culpable homicide not amounting to murder, impeding investigations by disposing of a corpse, drug trafficking, and drug consumption; Foo to allowing the death of a child, child abuse, and impeding investigations by disposing of a corpse. On 3 April 2025, Justice Hoo Sheau Peng sentenced Foo to 19 years' imprisonment and Wong to 30 years' imprisonment with 17 strokes of the cane, describing their conduct as reflecting "absolute depravity" and "utter callousness and cruelty." As of April 2025, Chua remained pending trial on the corpse-disposal charge.

The case prompted public reaction in Singapore, including statements from Khung's relatives and a social media tribute from her father. The Ministry of Social and Family Development later acknowledged shortcomings in the handling of the case by the social service agency involved, and the Singapore Children's Society called for enhanced child-protection protocols. A further government review was announced in April 2025, and a report addressing agency lapses was issued in October 2025.
