Jason Allen, 26, of Zeeland, Michigan, and Lindsay Cutshall, 22, of Fresno, Ohio, were killed on the night of August 14–15, 2004, while sleeping in sleeping bags on Fish Head Beach in Jenner, California, a rural stretch of Sonoma County coastline near the mouth of the Russian River. The couple, who met in 2002 at Appalachian Bible College and had become engaged, worked as counselors at Rock-N-Water, a Christian summer camp in El Dorado County, and were on a road trip along the Northern California coast when they were killed. Both were shot with a .45-caliber Marlin Model 1894 rifle. Investigators found no evidence of robbery or sexual assault, and ruled out murder-suicide. Their bodies were not discovered until August 18, 2004, after a Sheriff's helicopter responding to an unrelated report of a stranded man spotted them on the beach.

The Sonoma County Sheriff's Department investigated for years without a confirmed suspect. Early theories focused on a transient using the beach, which is illegal for camping but sometimes used by drifters and hitchhikers along State Route 1. In May 2006, detectives released additional evidence recovered near the scene, including poems, journal writings left in a nearby driftwood hut, an empty 40-ounce bottle of Camo beer, drawings on driftwood, and a hat found on a highway turnout, in hopes of generating leads. A $50,000 reward was offered. A drifter named Joseph Henry Burgess was considered a suspect after his death in a 2009 shoot-out in New Mexico, but DNA testing excluded him.

The case changed after Shaun Gallon, a 38-year-old Forestville, California resident, was arrested in March 2017 for the killing of his brother, Shamus Gallon. Gallon had been a person of interest in the Jenner case from early in the investigation. During questioning about his brother's death, Gallon made unprompted statements to detectives that included details about the 2004 killings that investigators said only the perpetrator could have known, and he led them to corroborating physical evidence, including a soda can containing two bullet casings. Sonoma County Sheriff Steve Freitas announced these developments at a press conference on May 5, 2017, stating that authorities believed they had identified Jason and Lindsay's killer. Gallon's motive and any connection to the victims were not established at that time.

Gallon, who had a prior criminal history including a 2004 attempted murder using a package bomb and a conviction for wounding a man with an arrow, was formally charged with the murders of Allen and Cutshall on May 17, 2018. In June 2019, he entered no-contest pleas and admitted guilt. He was sentenced the following month to three consecutive life terms without parole plus 94 years in state prison, covering the murders of Cutshall and Allen, the 2017 killing of his brother Shamus Gallon, and a 2004 attempted murder of a man in Monte Rio.
