On September 17, 1984, 8-year-old Vicki Lynne Hoskinson was sent by her mother, Debbie Carlson, to mail a birthday card at a nearby mailbox in Tucson, Arizona — the first time Carlson had allowed any of her children to go out alone. When Vicki did not return after 20 minutes, her 11-year-old sister Stephanie was sent to look for her and found Vicki's bicycle abandoned by the side of the road. Carlson contacted the Pima County Sheriff's Department, and Detective Gary Dhaemers led the initial investigation, which quickly grew into a command center response.

A witness, elementary school coach Sam Hall, reported seeing a suspicious driver parked near the school on the day Vicki vanished and recorded the vehicle's license plate. Other witnesses, including children in the neighborhood, described similar suspicious behavior by the same driver. The plate traced to Frank Jarvis Atwood, a 28-year-old Los Angeles man on parole for the sexual abuse of an 8-year-old boy. After Atwood contacted his parents for money while his car was being repaired in Kerrville, Texas, his father alerted the FBI, leading to Atwood's detention there on September 20, 1984, along with his traveling companion, James McDonald. McDonald told investigators that Atwood had left their location for about two hours on the day of the disappearance and returned with bloodstains on his hands and clothing, an account corroborated by other acquaintances.

Physical evidence linked Atwood's vehicle to the crime: accident reconstruction experts matched pink paint and nickel-plating traces on the car's bumper to Vicki's bicycle, and matched damage on the car's gravel pan to one of the bike's pedals. Damage to a mailbox post near where the bicycle was found was consistent with the height of Atwood's car. Atwood's clothing from the day of the disappearance was never recovered.

Ten days after the disappearance, Atwood was arrested and charged with kidnapping; he was extradited from Texas to Arizona and pleaded not guilty in December 1984. On April 12, 1985, a hiker discovered a small human skull in the Sonoran Desert roughly 20 miles from where the bicycle had been found; dental records confirmed the remains were Vicki's. The state of decomposition and animal scattering prevented determination of the exact cause of death or whether sexual abuse had occurred, though adipocere traces indicated the body had been placed there within about 48 hours of the disappearance.

Atwood's murder trial began in January 1987. He was convicted of first-degree murder on March 26, 1987, and sentenced to death on May 8, 1987. He maintained his innocence throughout decades of appeals, alleging evidence had been planted on his car. After exhausting his appeals, Arizona set his execution date for June 8, 2022; clemency was unanimously denied on May 24, 2022. Atwood was executed by lethal injection at the Arizona State Prison in Florence on June 8, 2022, continuing to assert his innocence in his final statement. Following her daughter's murder, Debbie Carlson became a victims' rights advocate, helping to establish an advocacy group and contributing to the passage of Arizona's Victims' Bill of Rights and the establishment of Southern Arizona's Amber Alert system.
