2019 November shooting incident in Sai Wan Ho

Before 7:30 am on Monday, 11 November 2019, a group of protesters gathered at the intersection of Shau Kei Wan Road and Tai On Street in Sai Wan Ho, Hong Kong, and attempted to block the road as part of a citywide strike connected to the 2019–2020 Hong Kong protests. Police arrived to disperse the crowd, and a lone traffic police officer confronted a young man wearing a white hoodie and mask who approached him with his hands raised to show he was unarmed. The officer drew his revolver, pressed it into the man's chest, and then put him in a chokehold; the two struggled while the officer continued to hold the weapon.
While the officer and the man in the white hoodie were grappling, an unarmed 21-year-old man dressed in black approached and made what was described as a swiping motion toward the officer's gun. The officer shot him once in the abdomen. He fell on a zebra crossing near MTR Exit B and Tai On Building. A third young man, also dressed in black, then approached and was fired at twice by the officer but was not hit. In total, the officer discharged three live rounds. The man in the white hoodie fled the scene immediately after the shots were fired.
After the shooting, a police officer lifted the unconscious, bleeding man in an apparent attempt to handcuff him, an action police later said was taken because the officer was "unaware of the injury" and cited security concerns; the movement reportedly worsened his bleeding. Riot police subsequently arrived, used pepper spray on bystanders and protesters, and arrested two people at the scene.
The injured man was taken to Pamela Youde Nethersole Eastern Hospital, where he underwent surgery for damage to his right kidney, right side of his liver, and the portal vein; the operation removed a bullet, his right kidney, and part of his liver. He was reported in critical condition following surgery. He was identified as a student at the Chai Wan campus of the Hong Kong Institute of Vocational Education (IVE), whose parent body, the Vocational Training Council, said it was "distressed and sad" and asked the Security Bureau for a full investigation. His former school, Salesian English School, condemned what it called the police's use of "excessive violence and fatal weapons" and called for an independent commission of inquiry.
Police stated at a press conference that the traffic officer had fired three live rounds, characterizing the shots as an attempt to fire warning shots after protesters allegedly tried to grab the officer's gun, with one round striking a protester. Amnesty International condemned the police operations that day and called for the officer's immediate suspension. The officer, whose two daughters attended Good Hope School, faced public backlash and doxing, including death threats against his daughters, and resigned from the school's Parent-Teacher Association the same day.
