D.C. sniper attacks

SOLVED2002Washington metropolitan area (D.C., Maryland, Virginia)3 SOURCESUPDATED JUL 2026
Illustrative

In October 2002, a series of coordinated shootings terrorized the Washington, D.C. metropolitan area, spanning the District of Columbia, Maryland, and Virginia. Ten people were killed and three others critically wounded during these October attacks. These killings were preceded by earlier murders and robberies in multiple states starting in February 2002, including the killing of 21-year-old Keenya Nicole Cook in Tacoma, Washington, and shootings in Arizona, Louisiana, Maryland, Georgia, and Alabama. In total, the perpetrators killed 15 people and wounded 8 others over a ten-month span, with 16 people shot in the D.C. metro area across both waves of the attacks.

The October attacks began on October 2, 2002, with the killing of James Martin in Wheaton, Maryland, and continued with a rapid succession of shootings on October 3 that killed James "Sonny" Buchanan, Prem Kumar Walekar, Sarah Ramos, Lori Ann Lewis-Rivera, and Pascal Charlot. Victims were struck by single, long-range gunfire while engaged in ordinary activities such as pumping gas, shopping, or mowing grass. The attacks later expanded into Virginia, wounding Caroline Seawell and 13-year-old Iran Brown, and killing Dean Harold Meyers, Kenneth Bridges, Linda Franklin, and bus driver Conrad Johnson. Jeffrey Hopper was shot and survived in Ashland, Virginia, on October 19.

The investigation was publicly led by Montgomery County Police Chief Charles Moose, with assistance from the ATF, FBI, U.S. Marshals Service, U.S. Secret Service, and other agencies. Early investigative efforts were hampered by mistaken focus on a white box truck, though evidence eventually linked the shootings to a blue 1990 Chevrolet Caprice driven by Muhammad and Malvo. A fingerprint match connected Malvo to an earlier shooting in Montgomery, Alabama, and helped identify the suspects. Muhammad and Malvo were arrested at a rest stop near Myersville, Maryland, on October 24, 2002, after a tip from a citizen. A stolen Bushmaster rifle found in their vehicle was later ballistically linked to 11 of the 14 shootings.

Muhammad and Malvo were tried separately in Virginia in 2003, both found guilty of murder and weapons charges. Muhammad received a death sentence, while Malvo received life imprisonment without parole. Muhammad was executed by lethal injection in Virginia on November 10, 2009. Malvo later pleaded guilty to additional murders in Maryland and other jurisdictions, receiving further consecutive life sentences; in 2017, one of his Virginia sentences was overturned on appeal. During Muhammad's 2006 Maryland trial, Malvo testified in detail about the pair's motives and plans, including an alleged multiphase scheme to extort money from the government following the shootings.

A civil lawsuit brought by victims' families against the gun store and manufacturer resulted in an out-of-court settlement in 2004. Memorials to the victims have since been established in Wheaton and Rockville, Maryland.
