Murder of Devan Bracci-Selvey

Devan Bracci-Selvey, a 14-year-old ninth-grade student at Sir Winston Churchill Secondary School in Hamilton, Ontario, was stabbed to death outside the school on 7 October 2019. Bracci-Selvey spotted his bicycle, which had been stolen weeks earlier by a group of bullies, across the street from the school. A friend called his own father for help retrieving the bike. The father confronted the group near the nearby Pat Quinn Parkdale Arena, and the 18-year-old older brother of the boy who was later convicted responded by spraying him with what is believed to have been bear mace. Bracci-Selvey's mother arrived, and as he ran toward her, a group of students pursued him, including a 16-year-old girl who taunted him. Bracci-Selvey was described by his family as a shy, quiet, and helpful teenager who loved cars, video games, and animals, and who dreamed of becoming a mechanic. Relatives told Global News and CP24 that he had been relentlessly bullied since starting high school a month before his death, and that school officials had dismissed their concerns, citing insufficient evidence to act. He had reportedly begun skipping classes and resisting attending school because of the bullying. Police did not comment on or confirm speculation about a motive or the precise nature of the "existing relationship" between the victim and the accused, citing the ages involved and the ongoing investigation.
Two brothers, aged 14 and 18, were arrested and later charged with first-degree murder following an investigation by the Hamilton Police Service. A third individual was arrested, interviewed, and released unconditionally once it was established they were not involved. On 8 October 2019, a 16-year-old male and a 16-year-old female were also arrested on suspicion of first-degree murder; both were released without charge the following day after lengthy questioning. Detective-Sergeant Steve Bereziuk stated that evidence indicated "some element of pre-planning… and premeditation" in the homicide. In 2022, the younger brother — who cannot be named under the Youth Criminal Justice Act — pleaded guilty to second-degree murder and received a seven-year youth sentence, the maximum available. The first-degree murder charge against the 18-year-old was withdrawn; in August 2020 he received a suspended sentence with 15 months' probation on a weapons offence. The victim's family expressed dissatisfaction with these outcomes.
In the aftermath, a crisis response team, social workers, police liaison officers, and wellness counsellors were deployed to the school. Public frustration grew over the Hamilton-Wentworth District School Board's perceived inaction on the bullying reports preceding the killing. Director of Education Manny Figueiredo said an internal investigation would begin once the police investigation concluded, and encouraged students who did not feel safe to raise concerns with adults, while acknowledging he was not aware of the specific events leading to the violence.
