Illustrative

Elsie Frost, born 7 February 1951, was a 14-year-old schoolgirl who was killed on 9 October 1965 in an underpass beneath a railway line near Wakefield, in the West Riding of Yorkshire, England. She had spent the afternoon at her school's sailing club at Horbury Lagoon and, when leaving with friends between 3:50pm and 4:00pm, took a different route to avoid a partially flooded tunnel, possibly to keep her new shoes clean. She was attacked while walking through a tunnel under the railway line running between Wakefield Kirkgate railway station and Horbury, and was stabbed five times, including wounds to her head, hand, and back, one of which pierced her heart. A wound to her hand suggested she had tried to defend herself. She collapsed at the bottom of a set of steps known locally as the "ABC steps" and was found at 4:12pm by a man out walking with his two young children. The post-mortem found she died of shock and blood loss.

The investigation became one of the largest manhunts Wakefield had seen, with over 1,200 written statements taken, around 12,000 men interviewed, and numerous knives examined, but police could not establish a motive or confirm whether Elsie was a targeted victim or in the wrong place at the wrong time. The army was later brought in to assist, along with metal detectors used in a search for the murder weapon.

In January 1966, a coroner's inquest, then empowered to apportion guilt, named Ian Bernard Spencer, 33, as responsible for Elsie's killing, despite his account of being at home at the relevant time being corroborated by his wife, mother-in-law, and a family friend, none of whom were called to testify. Spencer was subsequently cleared by two courts, with a judge in one instance directing a jury to acquit him, but he continued to face police scrutiny for years afterward. Elsie's mother, Edith Frost, publicly stated her belief that Spencer had nothing to do with her daughter's death.

Following pressure from Elsie's siblings, Anne Cleave and Colin Frost, and coverage on a BBC Radio 4 investigative programme, West Yorkshire Police reopened the case in 2015. Most original 1965 case files had reportedly been destroyed, and Freedom of Information requests for the archived files were denied due to the naming of other suspects and the presence of distressing post-mortem material. Several theories were investigated, including that Elsie may have interrupted a homosexual encounter (then illegal in Britain) or that she had been meeting someone, possibly a boyfriend, in the days before her death.

In September 2016, a 78-year-old man was arrested by Thames Valley Police in connection with the case, later identified in 2018 as Peter Pickering, who had already been convicted of the 1972 manslaughter of 14-year-old Shirley Boldy. Pickering died in a secure hospital in March 2018 before being charged. West Yorkshire Police stated they "strongly suspected" him and expected he would have been charged. The Frost family successfully lobbied for a new inquest, granted in December 2018, which took place at the end of 2019 and formally cleared Ian Spencer (who had died in 2018) while confirming Peter Pickering as the person responsible, though he was never prosecuted.
