Jeffrey Russell Hall was a plumber in Riverside, California, who became a regional leader of the National Socialist Movement (NSM), a neo-Nazi organization, after struggling to find steady work during a downturn in the construction industry. He blamed Jews and non-white people for a shrinking job market and organized rallies, including a 2009 demonstration near a day-laborer site in Riverside and a March 2011 demonstration in Claremont, California, that drew a large counter-protest. In 2010 he ran unsuccessfully for a seat on the Western Municipal Water District board as a self-identified white supremacist, receiving about a third of the vote.
Hall had five children: two, Joseph and Shirley, from his first marriage to Leticia Neal, and three daughters with his second wife, Krista McCary. In 2003 Joseph and Shirley were removed from Neal's custody by Child Protective Services after reports of unsanitary conditions and signs of neglect; Hall was granted full custody in 2004. According to his grandmother, Joseph had a history of violent behavior at school, developmental disabilities including ADHD, and low average intelligence, and had been homeschooled through River Springs Charter School.
On May 1, 2011, at around 4 a.m., ten-year-old Joseph took a .357 revolver from a closet shelf, pulled back the hammer, aimed it at his sleeping father's ear, and shot him as Hall slept on the couch. Joseph told police he was tired of his father hitting him and his stepmother, and that his father had threatened the day before to remove the smoke detectors and burn the house down with the family inside. His stepmother, Krista, said Hall had been violent toward her and Joseph, at times kicking the boy in the back. Police described the home as filthy, with an odor of urine and multiple firearms accessible to the children. Joseph was arrested and taken to juvenile hall; his four half-siblings were placed into protective custody, with Hall's mother, Joann Patterson, later granted temporary custody. Krista was charged with criminal storage of firearms and child neglect.
At trial, the defense argued Joseph's developmental disabilities and upbringing in an abusive household led to the killing. Prosecutors argued the killing was premeditated, citing a claim that Joseph told his sister in advance of his plan, and a history of violent incidents dating to kindergarten. The district attorney described Jeff Hall as a "loving father" and argued his neo-Nazi activity was unrelated to the killing. In 2013, Joseph was found guilty of murder; the judge ruled he understood the wrongfulness of his actions and that there had been planning involved. He was sentenced to juvenile detention until age 23, reached on June 19, 2023. Subsequent appeals regarding whether a 10-year-old could understand Miranda rights were declined by the California Supreme Court in 2015 and the U.S. Supreme Court in 2016.
