On 30 September 2016, Paola Buenrostro, a transgender woman and sex worker, was shot and killed in Mexico City after entering the vehicle of a man who had solicited her. Her friend Kenya Cuevas Fuentes witnessed the shooting; Cuevas, along with other sex workers and police, detained the man and brought him to the Cuauhtémoc district attorney's office.

Two days after the killing, a judge ordered the man's release, citing a lack of evidence connecting him to the shooting. He was never charged, and he has remained at large; Cuevas later offered a reward for information leading to his capture and prosecution. During the investigation, officials reportedly referred to Buenrostro using male names rather than recognizing her identity as a woman.

On 5 October 2016, Cuevas and other trans women demonstrated on Avenida Insurgentes, protesting the killing and calling for recognition of the rights of transgender people. Cuevas went on to found the organization Casa de las Muñecas Tiresias in 2018 and, in 2019, Casa Hogar Paola Buenrostro, described as Mexico's first shelter specifically for trans women.

In 2019, Mexico City's human rights commission recommended that transfemicide be recognized as a distinct crime; the attorney general accepted the recommendation and in 2021 issued a public apology for the authorities' conduct during and after the investigation. Advocacy stemming from the case led to legislation: on 18 July 2024, the Congress of Mexico City passed the Paola Buenrostro Law, criminalizing transfemicide and allowing a victim's chosen family to claim their body and correct death records to reflect their gender identity. Separately, on 1 March 2024, the state of Nayarit became the first Mexican state to criminalize transfemicide.
