On September 1, 2015, Fox Lake Police Department Lieutenant Charles Joseph "Joe" Gliniewicz was found dead in a marsh near an abandoned cement plant in Fox Lake, Illinois. Gliniewicz, a nearly 30-year veteran of the department who was about a month from retirement, had radioed dispatch that morning that he was pursuing three men — described as two white and one black — before officers responding to his backup request found his body roughly 50 yards from his vehicle. His mobile phone and ballistic vest had been struck by a first bullet, and a second bullet pierced his upper chest; his head showed scrapes and bruising. His handgun was not located for more than an hour despite lying close to his body, and other equipment, including his radio, taser, and pepper spray, was found scattered in the marsh.

The incident prompted a manhunt involving roughly 400 law enforcement officers, supported by federal agencies including the ATF, FBI, and US Marshals Service. The search intensified after a Vernon Hills woman reported an attempted carjacking by two men near Volo, Illinois; she later admitted fabricating the account and was convicted in May 2017 of falsifying a police report, receiving probation and $20,000 in restitution.

Gliniewicz's death drew large public tributes, including a vigil, a Chicago Bears in-game tribute, and a funeral attended by thousands, with an 18-mile procession and flags ordered to half-staff by then-Governor Bruce Rauner. Some public reaction attributed his death to hostility toward police amid the era's "war on cops" narrative. A former Chicago police officer who publicly insisted the death was a staged suicide was later charged with disorderly conduct for threatening officials and was sentenced to a year of supervision after a guilty plea.

In November 2015, the Lake County Major Crime Task Force concluded Gliniewicz had staged his own death, having embezzled funds from the police Explorer youth program for at least seven years and fearing exposure by an ongoing financial audit. Investigators found he had attempted to recruit a motorcycle gang member to kill the village administrator conducting the audit, discovered cocaine in his desk, and recovered thousands of deleted text messages documenting his activities, including plans to plant evidence. Additional findings included threats against a dispatcher, sexual harassment allegations, alcohol abuse, and unauthorized stockpiles of military surplus gear obtained through fraud. The Fox Lake Police Explorer Post 300 was subsequently disbanded.

In the aftermath, memorials to Gliniewicz were altered or removed, and his name was withdrawn from a national law enforcement memorial. His wife, Melodie Gliniewicz, was indicted in January 2016 on charges of disbursing charitable funds without authority and money laundering; in February 2022 she pleaded guilty to a single Class 4 felony count of deceptive practice and was sentenced to two years of probation in April 2022. In April 2025, Fox Lake agreed to a $1,000,000 settlement with Melodie over a lawsuit concerning her late husband's withheld pension. Their son was investigated but not charged after investigators could not establish he knew the source of funds involved. The investigation's first three weeks alone cost surrounding jurisdictions more than $300,000, largely in overtime.
