
On the evening of 30 October 2010, a planned one-on-one fight between two rival gang leaders in Singapore escalated into a fatal group attack at Downtown East. Eighteen-year-old Stilwell Ong Keat Pin, leader of the gang Salakau (369), arrived with 11 other youths armed with knives and other weapons to meet Dickson Ng Teck Seng of the Fong Hong San (Phoenix Hill) gang, who did not appear in person and instead sent several associates, including 19-year-old Republic Polytechnic student Darren Ng Wei Jie (unrelated to Dickson Ng). A tense exchange and a staring incident escalated when Ong brandished and dropped a chilli sauce bottle; Ng, perceiving a threat, drew a baton, prompting Ong's group to attack Ng and his friends.
Outnumbered, Ng and his friends fled through Downtown East Mall, passing numerous witnesses including children. Ng crashed into a glass door outside a restaurant and was caught by the pursuing gang, who used screwdrivers, choppers and knives to stab and slash him. He suffered 28 wounds, primarily to his left limbs and below his right rib cage, including a fatal stab wound to the neck. He was taken to Changi General Hospital and pronounced dead at about 10:55 pm, roughly five hours after the attack.
The case drew significant public attention, with calls from some members of the public for capital punishment for the main attackers, and prompted government-backed youth outreach programmes. Ng's funeral on 3 November 2010 was attended by family, friends, and members of the gang he had associated with.
Police arrested all 12 youths involved. Six were initially charged with murder; one of these, Tang Jia Min, had his charge reduced to rioting, for which he was sentenced in July 2012 to 6 years and 3 months' imprisonment and caning. The remaining five — Stilwell Ong Keat Pin, Chen Wei Zhen, Ho Wui Ming, Louis Tong Qing Yao, and Edward Tay Wei Loong — had their murder charges reduced to culpable homicide not amounting to murder and pleaded guilty. On 8 September 2012, Justice Tay Yong Kwang of the High Court sentenced Ong to 12 years' imprisonment and 12 strokes of the cane, Ho Wui Ming to 11 years and 3 months with 10 strokes, Chen Wei Zhen and Edward Tay each to 10 years with 10 strokes, and Louis Tong to 8 years with 11 strokes. None appealed their sentences.
The other seven youths were convicted of rioting and related offences, receiving sentences ranging from 3 years and 3 months to 6 years and 3 months' imprisonment with caning, imposed between March and September 2012.
In the years following, Ng's parents, Francis Ng and Joyce Tan, developed relationships with several of the youths connected to their son, describing them in a parental role. Some of the convicted men, including Chong Rui Hong and Ng Wei Lun, spoke publicly of remorse after their release. Stilwell Ong was paroled in December 2018 but was later convicted of unrelated offences, including cheating by impersonation, and sentenced in March 2022 to further imprisonment, a fine, and caning.
The case was later cited by a Singapore government minister in 2020 in response to public allegations of racial bias in the handling of an unrelated killing, the Orchard Towers case, to illustrate how murder charges can be reduced for some defendants based on evidence and individual roles.
