Charlene Elizabeth Caroline Downes, born 25 March 1989 in Coventry, moved with her family to Blackpool in 1999. She disappeared from Blackpool town centre on the evening of 1 November 2003, aged 14, after being seen near an area with several takeaway and fast-food outlets. Lancashire Constabulary believe she was murdered within hours of her final sighting; her body has never been recovered.

Charlene's mother, Karen, last saw her at around 6:45pm on Church Street, after which Charlene said she was going to meet friends. CCTV footage believed to show her was captured at 9pm near Dickson Road and Talbot Road, in the company of an unidentified woman. A friend reported being with her at the Carousel Bar on North Pier and last saw her around 11pm near Talbot Road/Abingdon Street.

Police investigations uncovered evidence that Charlene and other local girls had been subjected to what has been described as localised grooming, involving the exchange of sex for food, cigarettes, and affection with men connected to takeaway shops in the town. It is thought that as many as 60 girls may have been affected. An internal police report indicated the family had a long history of involvement with child protection services in Coventry, Walsall, and Blackpool, including prior allegations of sexual abuse against Charlene from as early as 1998.

In March 2006, two men were arrested on suspicion of involvement in Charlene's death. In May 2007, a trial began at Preston Crown Court: Iyad Albattikhi, owner of the Funny Boyz takeaway, was tried for her murder, and his business partner and landlord, Mohammed Reveshi, was tried for allegedly assisting in disposing of her body. Witnesses gave accounts alleging Albattikhi had admitted to having sex with Charlene, and that another man had described her being killed and dismembered. Covert audio recordings were presented as evidence but were described as difficult to decipher, and experts disagreed over their transcription. After 49 hours of deliberation over 11 days, the jury failed to reach a verdict.

A retrial was scheduled for April 2008, but was abandoned after serious concerns arose regarding the reliability of the covert surveillance evidence gathered by Lancashire Constabulary. The Crown Prosecution Service offered no further evidence, and both men were released.

The Independent Police Complaints Commission (IPCC) subsequently conducted an 18-month investigation into the failed evidence-gathering, publishing a report in 2009 that identified multiple failures, including poor record-keeping and inexperienced officers handling covert surveillance. Disciplinary action followed against one officer, which was later overturned on appeal.

The case has continued to draw public attention, including a BBC Panorama documentary in 2014 and a Crimewatch reconstruction. In November 2013, police reassigned specialist resources to reinvestigate the case alongside that of another missing Blackpool teenager. On 1 August 2017, a 51-year-old man was arrested on suspicion of murder and released two days later; he is no longer under investigation. A £100,000 reward remains available for information leading to a conviction or recovery of Charlene's body.
