On December 3, 1989, five-year-old Melissa Brannen disappeared from the Woodside Apartments in Lorton, Virginia, where she lived with her mother, Tammy Brannen. She vanished after leaving a resident Christmas party attended by roughly 100 guests to retrieve potato chips and never returned. A search involving more than 300 volunteers began almost immediately after foul play was suspected.

Caleb Daniel Hughes, a groundskeeper/handyman at the complex, became the prime suspect that evening based on witness accounts. Multiple women reported crude sexual propositions from Hughes during the party, and others described him paying unusual attention to children present, including Melissa. When police visited his apartment that night, his wife, Carol Hughes, cooperated with investigators. The clothing Hughes had worn that evening — including shoes with the sides of the soles cut off, his belt, and a knife sheath — was found already placed in the family washing machine. Police seized these items along with Hughes's red Honda Civic for evidence. A polygraph examiner concluded Hughes showed signs of deception when questioned about Melissa's disappearance.

Carol Hughes reported that her husband arrived home hours later than usual with unexplained extra mileage on the car; Hughes attributed this to a beer run, but investigators noted his stated arrival time was inconsistent with Virginia's midnight cutoff on liquor sales. Fiber analysis on the car's passenger seat matched fibers from a Big Bird sweater identical to the one Melissa wore, and hairs consistent with a rabbit fur coat worn by Tammy Brannen were also recovered, indicating the child had likely been in the vehicle's passenger seat that night.

Because Virginia law required prosecutors to establish a murder location even without a recovered body, and that evidence was lacking, Hughes was charged with kidnapping with intent to defile rather than murder. Prosecutors argued there was no innocent explanation for the child's coat being removed in the vehicle, which would explain the presence of dress fibers on the seat. Hughes was convicted of abduction with intent to defile on March 8, 1991, and sentenced to 50 years in prison.

Separately, two men unconnected to the Brannen case were arrested attempting to collect a $75,000 extortion ransom and were later sentenced to prison terms.

In 1995, a lake search was conducted after a power company worker found red cloth in the water, but no body was recovered. Melissa's mother later remarried, adopting the surname Graybill, but continued to also use "Brannen" in listings in case her daughter tried to make contact. Hughes was released from prison on August 2, 2019, after serving 29 years, and was required to register as a sex offender. He was rearrested on May 31, 2024, for violating sex-offender registry conditions barring contact with minors, and was returned to prison with a new release date of 2039. Melissa Brannen's body has never been found, and no murder charges have ever been filed in the case.
