Killing of Zohra Shah

Illustrative

Zohra Shah was an eight-year-old girl from Basti Maso Shah in Muzaffargarh District, southern Punjab, Pakistan, approximately 580 kilometres from Islamabad. She worked as a domestic servant for a married couple, Hassan Siddiqui and Umme Kulsoom, in Bahria Town, Rawalpindi.

On 1 June 2020, Zohra was allegedly tortured and killed by her employers after she mistakenly released the couple's valuable pet parrots from their cages. Evidence gathered following her death, including "older scars and marks," suggested that she had been subjected to repeated abuse while working for the couple. Additional findings described as "wounds on her thighs" were reported to be "consistent with sexual assault."

Following the killing, Siddiqui and Kulsoom were arrested and placed on judicial remand. Under the Pakistani legal system, victims' families are required to formally press charges, and they retain the legal authority to forgive those accused of murder — a mechanism that can result in the accused avoiding prosecution if the family agrees to a settlement. In this case, relatives of the accused reportedly pressured Zohra's parents to accept a blood-money settlement in exchange for forgiving the alleged killers. When her parents refused this arrangement, the accused's relatives allegedly threatened instead to use the money to bribe police and halt the investigation.

The case caused widespread public outcry across Pakistan. Actors, social media personalities, and members of the public spoke out against the killing and called for stronger enforcement of child labor laws. A social media campaign under the hashtag #JusticeForZohraShah gained significant traction on Twitter, amplifying public demand for accountability.

The public attention generated by Zohra Shah's death is credited with contributing to legislative changes in Pakistan that outlawed child domestic labor. Her case became emblematic of the risks faced by children — often from poor rural families — placed into domestic servitude in wealthier urban households, and of the systemic legal challenges victims' families face in pursuing justice within a framework that allows for private settlement and forgiveness in murder cases.
