Murder of Victoria Climbié

Victoria Adjo Climbié was born on 2 November 1991 in Abobo, Côte d'Ivoire, the fifth of seven children of Francis Climbié and Berthe Amoissi. In October 1998 her father's aunt, Marie-Thérèse Kouao, a French citizen, arranged to take Victoria to France for her education, an informal fostering arrangement her parents accepted. Kouao fraudulently claimed Victoria was her own daughter and had her travel on a French passport under the name "Anna Kouao." After a period in Paris, where a school raised a child-at-risk notification over Victoria's absences and appearance, Kouao and Victoria moved to London in April 1999, settling first in Ealing and later in Brent.
Over the following months, Kouao and Victoria had extensive contact with Ealing and Brent social services, mostly regarding housing and benefits; staff repeatedly noted Victoria's poor and unkempt appearance without triggering effective safeguarding action. In June 1999, Kouao began a relationship with Carl Manning, a bus driver, and by July 1999 she and Victoria had moved into his flat in Tottenham, in the London Borough of Haringey. Evidence presented at the subsequent inquiry indicated that the abuse intensified after this move. Victoria was twice hospitalised in July 1999 with injuries suspected by some medical staff to be non-accidental, including burns and scalds, but a scabies diagnosis by a consultant paediatrician led to her being returned to Kouao's care on both occasions. Haringey social services and police also examined the case in August 1999 and accepted Kouao's explanations for the injuries. Kouao later made and then withdrew an allegation that Manning had sexually assaulted Victoria. From around October 1999, Victoria was subjected to severe and sustained abuse, including being confined, burned, scalded, starved, and beaten. Haringey social services closed Victoria's case file on 25 February 2000, the same day she died.
Victoria was taken, unconscious and suffering hypothermia, organ failure and malnutrition, to a church and then to hospital on 24 February 2000; she died at St Mary's Hospital on 25 February 2000. A pathologist recorded extensive injuries and scars across her body. Kouao was arrested the day Victoria died, and Manning the following day. At their Old Bailey trial, which opened on 20 November 2000, Kouao denied all charges while Manning pleaded guilty to cruelty and manslaughter. On 12 January 2001, both were convicted of murder and sentenced to life imprisonment; the trial judge described the professionals involved in the case as "blindingly incompetent."
Following Victoria's death, the Government commissioned a statutory public inquiry chaired by Lord Laming, examining the conduct of social services, health services and police across multiple London boroughs. The Laming report, published on 28 January 2003, found at least twelve occasions on which Victoria's death might have been prevented and made 108 recommendations for reform. The case contributed to the creation of the Every Child Matters initiative, the Children Act 2004, the ContactPoint database, and the Office of the Children's Commissioner.
