On March 9, 1987, at approximately 6 A.M., an explosion occurred at the Soviet cultural center in Vientiane, the capital of Laos. According to officials, a Laotian guard was killed and another was wounded in the blast. The three-story building itself sustained only minor damage.

The bombing took place on the same day that Soviet Foreign Minister Eduard A. Shevardnadze was scheduled to arrive in Vientiane for a diplomatic meeting.

In the aftermath, Soviet spokesman Gennady I. Gerasimov addressed the incident at a news briefing, stating that the Soviet Union had only "quite preliminary information that there was an explosion in the center of the city" and that it had "no information as to causes and results." Despite the bombing, Shevardnadze proceeded with his visit to the city as planned.

Laotian officials offered a different characterization of the incident's origin. Phanethong Phommahaxay, acting head of the Laotian Foreign Ministry's press department, charged that the government of Thailand had sent an armed exile to carry out the attack.

The case remains without a confirmed perpetrator or judicial outcome.
