On May 12, 2003, three rebel suicide bombers, including two women, drove a truck laden with explosives into a compound in Znamenskoye, Chechnya, that housed both the local government administration and the republican directorate of the Federal Security Service (FSB) of the Russian Federation. The resulting explosion killed at least 59 people and injured about 200 others, with the majority of casualties being civilians rather than security personnel or officials.

The attack targeted a facility of significant symbolic and operational importance, as it combined civil administrative functions with a key Russian federal security presence in Chechnya during the ongoing conflict in the region. The scale of civilian casualties drew attention to the risks posed to non-combatants by attacks on mixed-use government and security facilities.

The mainstream wing of Chechen separatist rebels, led by Aslan Maskhadov, publicly denied any involvement in the bombing and condemned the attack. This distancing reflected divisions within the broader Chechen rebel movement at the time, between factions associated with Maskhadov's leadership and other armed groups operating in the region.

Responsibility for organizing the attack was attributed to Chechen warlord Khozh-Akhmed Dushayev, who was blamed for planning the operation. However, no formal charges were ever brought against him in connection with the bombing. Dushayev was killed in Ingushetia in June 2003, roughly a month after the attack, precluding any prosecution or formal legal accountability for the bombing.

The case remains formally without a prosecuted or convicted perpetrator, as the person blamed for organizing the attack died before facing any charges.
