Raisa Maria Räisänen, born 10 March 1983, was a 16-year-old from Tampere, Finland, who disappeared on the evening of 16 October 1999. She had been out with a friend and called her boyfriend at 22:18, saying she hoped to join him at a party in the suburbs if she could arrange a ride. The two teenagers visited a restaurant in central Tampere — getting in despite being underage by using fake identification — but left after about half an hour when her friend was invited to a different party outside the city. Räisänen's friend was given a ride by others, and there was no room for Räisänen, so she stayed behind; her friend made sure her phone was charged and left her some money before departing. The last confirmed sighting of Räisänen was at 22:50, near the Sokos department store in central Tampere. Investigators have said that CCTV footage from the area may also show her in the city centre around 23:50, though several other reported sightings from that night were never confirmed.

Tampere was hosting a European Union summit that day, so police presence in the city was unusually high, although closed-circuit camera coverage was far more limited in 1999 than it is today. Finland's National Bureau of Investigation (Keskusrikospoliisi) has since reviewed more than 3,000 tips and leads, searched local lakes and waterways, and repeatedly appealed to the public for information.

Investigators have pursued three main lines of inquiry. In the first, two eyewitnesses reported seeing someone matching Räisänen's description walking away from the city centre with an older, heavy-built woman, shortly before the witnesses heard two loud screams; the woman's identity has never been confirmed. In the second, a taxi driver came forward in 2015 to say he had picked up a passenger matching Räisänen's description around midnight, who appeared cold and frightened and was heard to say, "I wonder what will happen to me?", before being joined by a shorter man who directed the driver to the Multisilta suburb roughly ten kilometres away; a search of that area found nothing. In the third, witnesses reported that someone resembling Räisänen was seen getting into, or being forced into, a black 1950s American car driven by a man in his thirties; a person who came forward in 2010 said they had been told Räisänen was drugged, taken to a facility or house in the Kangasala area, killed, and buried nearby, though police found no evidence to support this account. In 2022, Finnish media also reported that investigators had examined a possible connection between the case and a woman with a prior, unrelated murder conviction who was active in the Tampere area at the time and was said to resemble descriptions of the older woman witnesses reported; police have said they have been unable to confirm or rule out this connection.

The case was initially treated as manslaughter but is now investigated as murder, since Finnish manslaughter charges expire after 20 years while murder charges do not. Räisänen was declared dead in absentia in 2004, on the fifth anniversary of her disappearance. As of November 2022, the head of the investigation, Jussi Luoto, said the case was not being actively worked but that police continued to respond to old and new leads, and that all three main lines of inquiry remained under consideration. As of 2026, Räisänen has never been found and her disappearance remains unsolved.
