Murder of Stephanie Kuhen

Around 1:45 a.m. on September 17, 1995, a vehicle carrying a family returning from a cookout turned into an alley off Isabel Street in the Cypress Park neighborhood of Los Angeles. According to the prosecution, the vehicle made a wrong turn into the alley, a street that had been nicknamed with a misspelled Spanish phrase intended to mean "Street of Killers" or "Avenue of the Assassins." Members of The Avenues gang shot at the car. Three-year-old Stephanie Kuhen was killed, and her stepfather and younger brother were injured.
The perpetrators were arrested and later convicted. On August 1, 1997, Los Angeles Superior Court Judge Edward Ferns sentenced three men — Anthony Gabriel Rodriguez (28), Manuel Rosales Jr. (22), and Hugo David Gomez (16) — to a combined term of 54 years and eight months to life in state prison. A fourth defendant, Augustin Lizama (17), was set to be retried at that point, but on August 29, 1997, he agreed to a plea bargain resulting in a conviction for assault rather than the more serious charges faced by the others.
During sentencing, Rodriguez's grandmother, Margaret Fregoso, told the court that people outside the courthouse had speculated the Kuhen vehicle was in the neighborhood so occupants could purchase drugs. Stephanie's mother, Robynn Kuhen, disputed this, saying the family had been trying to find a shortcut home. The defense argued at trial that the Kuhen family was familiar enough with the area's layout that they would not have gotten lost.
Records maintained by the California Department of Corrections and Rehabilitation (CDCR) show that Rodriguez (CDCR #K65397) was booked into the system on September 2, 1997, and as of 2023 was incarcerated at Correctional Training Facility. Rosales (CDCR #K65037) was booked August 29, 1997, was incarcerated at Ironwood State Prison as of 2023, and was granted parole in August 2023. Gomez (CDCR #K65384) was booked September 2, 1997, and as of 2023 was incarcerated at California Health Care Facility.
The killing drew significant national media attention. Several days afterward, President Bill Clinton condemned the killing and pledged federal funding for anti-gang efforts. Los Angeles Mayor Richard Riordan asked the Criminal Justice Planning Office to develop recommendations on gang crime, which months later contributed to the creation of the Los Angeles City/County Community Law Enforcement and Recovery (CLEAR) program. Stephanie Kuhen was buried in a private ceremony on September 25, 1995, attended by about 100 people.
The case also became a subject of media-criticism analysis. Sociologist Wayne Mellinger examined Los Angeles Times coverage using critical discourse analysis and noted the use of "innocent victim" narrative framing; he also reported that an LAPD informant told him the incident, as covered by the Times, might actually have stemmed from a drug deal gone bad, though this account was not confirmed. Cypress Park residents, per reporting by George Ramos of the Los Angeles Times, expressed anger over the media's negative portrayal of their community and unequal attention given to non-white victims of crime. Commentators disagreed over whether race influenced the extent of media coverage: ACLU representative Allan Parachini said race was a factor, while editor George Cotliar and KNBC's Bill Lord said it was not; talk-show host Larry Elder said law enforcement had ignored gang activity in the majority Hispanic and Black neighborhood.
