Murder of Yngve Raustein

Overview
Yngve Koehler Raustein (17 October 1970 – 18 September 1992) was a Norwegian undergraduate student at the Massachusetts Institute of Technology (MIT), living at Baker House. On the evening of 18 September 1992, the 21-year-old was walking down Memorial Drive near Hayden Library with a companion when they were attacked and robbed of US$33 by three students of Cambridge Rindge and Latin High School: Shon McHugh (15), Joseph D. Donovan (17), and Alfredo Velez (18). During the robbery, Donovan punched Raustein with enough force to break his own hand, and McHugh then repeatedly stabbed the fallen Raustein, inflicting fatal injuries. The three fled across the Harvard Bridge into Boston and were arrested by the Boston University Police Department within 1.3 miles and 30 minutes of the attack.
Community Impact
Raustein's death was the first killing of an MIT student in over a decade, and MIT President Charles M. Vest issued a public statement the following day. A memorial service was held for Raustein on 9 October 1992. The killing prompted a broader "town and gown" debate over tensions between Cambridge's affluent universities (MIT and Harvard) and students at Rindge and Latin High School, some of whom told an October 1992 Cambridge City Council session that students not on a college track were "falling through the cracks." Cambridge Mayor Kenneth Reeves, who convened the session after local news reports quoted students downplaying Raustein's death as no more significant than other city murders, noted the high school's per-student spending was double the state average. School officials countered that the school offered 22 violence-prevention programs and 40 extracurricular activities. Despite the friction, a vigil and peace rally on the MIT campus on 22 October 1992 drew participants from both the university and high school communities.
Legacy
MIT established the Yngve K. Raustein Award in 1993, presented annually to a sophomore in the Department of Aeronautics and Astronautics's Unified Engineering courses who exemplifies achievement and perseverance. In 2004, Raustein was among the inaugural names memorialized at the Garden of Peace near the Massachusetts State House in Boston.
Judicial Outcomes
McHugh was tried as a juvenile and released after less than 11 years. Velez, under a plea deal, testified against Donovan and received a sentence of less than 10 years. Donovan was convicted of felony murder and sentenced to life without parole; the Massachusetts Supreme Judicial Court declined his appeal in March 1996, and a further appeal in 2009 was unsuccessful. Following a 2012 U.S. Supreme Court decision barring mandatory life-without-parole sentences for juveniles, the Massachusetts Supreme Judicial Court ruled in December 2013 that such sentences be reviewed case-by-case. In August 2014, the Massachusetts Parole Board approved Donovan's eventual release, contingent on further rehabilitative programming; he was released in March 2016 at age 40, remaining on lifetime parole.
