On July 29, 1994, seven-year-old Megan Nicole Kanka was abducted, sexually assaulted, and killed in Hamilton Township, Mercer County, New Jersey. A neighbor who lived across the street, Jesse K. Timmendequas, lured her into his home; her body was recovered the following day in nearby Mercer County Park. Timmendequas, who had two prior convictions for sexually assaulting young girls, was among the neighbors who initially joined the search before confessing and leading investigators to the site.
Timmendequas was charged with murder on October 19, 1994. At trial in May 1997, a jury convicted him on all eight counts, including first-degree intentional murder, two counts of felony murder, first-degree kidnapping, and four counts of aggravated sexual assault. Physical evidence at trial included bloodstains, hair and fiber samples, and a bite mark consistent with the child's dentition. He was sentenced to death, a sentence later upheld by the New Jersey Supreme Court on appeal.
The death sentence was never carried out. On December 17, 2007, after New Jersey abolished capital punishment, Timmendequas's sentence was commuted to life imprisonment without the possibility of parole.
The case drew national attention and became the catalyst for a wave of sex-offender registration and community-notification statutes known collectively as "Megan's Law." Megan's parents, Richard and Maureen Kanka, said they had been unaware that a person with prior offenses lived nearby, and they campaigned for laws that would make such information available to families. New Jersey enacted its version of the law within months of the crime, in the autumn of 1994. In May 1996, a federal Megan's Law was signed, requiring that communities be notified when certain registered sex offenders move into an area. The Megan Nicole Kanka Foundation, established by her family, continues to advocate for the prevention of crimes against children.
The legislation named for Megan Kanka has since shaped sex-offender policy across the United States and remains among the most widely recognized legislative outcomes of a single criminal case. The crime is classified as solved, with a conviction sustained on appeal and a final sentence of life without parole.
