On 28 November 1971, Wasfi Tal, the 15th Prime Minister of Jordan, was assassinated while arriving at the Sheraton Hotel in Cairo, Egypt, to attend an Arab League meeting. He was shot at close range by a gunman identified as a member of the Black September Organization, a group that said its action was in response to the 1970 Black September conflict between Jordan and Palestinian militant factions. Tal had led operations during that conflict that resulted in the expulsion of the PLO from Jordan, and had been a close advisor to King Hussein.

According to accounts of the attack, gunfire erupted at approximately 3:45 pm Cairo time as Tal and Jordanian Foreign Minister Abdullah Salah stepped out of their car near the hotel entrance. A total of fourteen bullets were fired, three of which struck Tal; the gunman then approached and shot him again at close range. Other assailants, including Ezzat Rabah and Ziad Al-Helou, fired additional shots, and Mundhir Khalifa reportedly knelt over Tal's body at the scene. Foreign Minister Salah was also injured. A doctor at the hotel confirmed Tal's death roughly twelve minutes after the shooting. Emergency responders did not arrive for about 40 minutes, and Egyptian police arrived even later, a delay that led some Jordanians to accuse Egyptian authorities of complicity.

Egyptian security forces apprehended four individuals in connection with the attack and opened an investigation. Initial suspicion fell on Muhammad Youssef al-Najjar, but this was later ruled out; Egyptian newspapers named Fakhri Al-Omari as the suspected mastermind, and he evaded capture, remaining wanted by Jordanian authorities until his death in 1991. The Black September Organization claimed responsibility for the killing.

The four apprehended men appeared before Egypt's High Court of Justice a few days after the assassination, reportedly smiling and giving a victory salute. Lawyers from several Arab states attended the proceedings, framing the case as a political matter concerning treatment of Palestinians rather than the criminal culpability of the accused. On 19 February 1972, the court released the accused without prosecution, citing Articles 145 and 146 of the Code of Criminal Procedure, following which the defendants shouted political slogans in the courtroom.

Tal's body was flown to Amman on the night of the assassination, where King Hussein received it and declared a period of national mourning. Tal was buried in the Royal Cemetery in Amman on 29 November 1971 following prayers at the Royal Mosque. The assassination is described as having deepened the divide between the Jordanian monarchy and Palestinian factions and is commemorated annually by Jordanian university students. Various landmarks and institutions in Jordan have since been named in his honor.
